Alert Level 3 | Permit Requirements

South Africa moved to level 3 of the Government’s Risk Adjusted Strategy on Monday, 1 June 2020, with more than eight million employees returning to work. Under Level 3, movement of people between provinces, metropolitan areas, districts and ‘hotspots’ are still prohibited and therefore a permit will be required.

WHEN TRAVELLING BETWEEN PROVINCES, METROPOLITAN AREAS, DISTRICTS AND ‘HOTSPOTS’ UNDER ALERT LEVEL 3, A PERMIT IS REQUIRED IN THE FOLLOWING CIRCUMSTANCES:

  • Work: Travel in the course of work is permitted under Level 3. Permits are required when travelling between provinces, metropolitan areas, districts and ‘hotspots’. Although not clear from the Alert Level 3 Regulations, it was mentioned during the Ministerial briefing on 29 May 2020 that anybody travelling to or from work, even within their area, should carry a permit on their person. We therefore suggest that a permit is carried until further clarity is provided by the National Government.
  • Relocation: When moving to a new place of residence.
  • Family: When caring for an immediate family member.
  • Education: Learners or students who have to commute to and from schools or institutions of higher learning.
  • Funerals: Attendance of funerals, in accordance with the Directions.
